Chandigarh June 13:- The Administrator, U.T., Chandigarh has constituted a committee under the chairmanship of Deputy Commissioner-cum-EstateOfficer, Sh.R.K.Rao to scrutinize of applications received for allotment of all sites in the Rajiv Gandhi Chandigarh Technology Park. The committee will make recommendations about the eligibility or otherwise concerned as per the allotment of campus sites in Chandigarh InformationServices Park Rules, 2002 for the respective category accordingly. The committee will consist of Joint Secretary Finance; Director, Software Technology Park of India, Mohali, and Finance & Planning Officer,Chandigarh Administration Secretariat as members. The DirectorInformation Technology will be Convener of the committee.

Land Acquisition Act In Chandigarh

Chandigarh, June 12:- News regarding low rate of compensation given to the owners of acquired agricultural land in Union Territory, Chandigarh have recently been appearing in the newspapers. In this context, it is clarified that the Land Acquisition Act is a central Act, enacted for acquisition of land for the public purposes and for planned development and for creating infrastructures in public interest like in the field of education, housing, health, slum-clearance and other developmentalactivities. While acquiring land, the due process of law is followed by providing opportunity of being heard to all the persons going to be affected by such acquisition. Thus, it is not an arbitrary attempt on the part of Administration, rather for the socio-economic developments of the society as a whole; the provisions of the Land Acquisition Act are involved. The basis of assessment of the award is basically the same throughout the country.Guiding factors for assessing the value of the land is Collectors rate.The determination of compensation of land is based on a very sound principle of average as enunciated and upheld by the Hon'ble SupremeCourt in various judgments as a sound basis for calculating marketvalue. In this method, all the registered sale-deed during the last one year immediately prior to the initiation of the acquisition proceedings i.e. notification under section 4 of Land Acquisition Act as per recordof the Sub-Registrar are taken.Collector rates for agricultural land have been revised twice in the last year and there has been 140% increase in the collector rates in thelast year, as compared to the year 2004. Resultantly, the rate ofcompensation in respect of agricultural land has also registered an increase. The land owners have recently been compensated to the tune ofRs.40.00 to 45.00 lacs. While acquiring the land, the land owners arenot only paid the award calculated on the basis of Collectors rate, butsolatium @ 30% on the value assessed on the basis of Collectors rate and additional market-value @ 12% per annum is also paid through theaward. The land owners have recently been compensated to the tune ofRs. 40 to 45 lacs per acre. However, the award is further subject to enhancement as the land owner is at liberty to approach the HighCourt/Supreme Court, if he thinks that he has not been compensated suitably.

Chandigarh, June 8:- The Chandigarh Administration has refuted the charges made in the news item “Girls used by mother or disregarded by Admn.” in a local daily. The Director Social Welfare, UT, Chandigarh, said that the said news item was misleading and not based on the facts. The Administration is already engaged in providing shelter to the abandoned girl child in Nari Niketan as the Chandigarh Administration has already declared the Nari Niketan, Sector 26, Chandigarh as Children Home for the reception of neglecting female juvenile in UT, Chandigarh, vide a administration notification. A Juvenile Home is also coming up at Sector 25, Chandigarh and the building is in the process of completion and the same will be competed within a span of two months. It will cater the male juvenile and female juvenile separately. The Director Social Welfare stated that the correspondent did not consult the concerned department i.e. Social Welfare Department, UT, Chandigarh before filing the news storey. This is a sensitive side and the correspondents are expected to behave in the same manner. The news is quite old and the administration has already taken care of the issues involved. Baby Pooja and Bhawna were found one year back in a abandoned conditions and both of them given shelter at Bal Niketan and were later sent back to their parents long back. It has been learnt that now they are living with their parents at Zirakpur (Punjab) and hence the jurisdiction of UT Chandigarh is not applicable there. The news also depicted that the father of the children is suffering from Tuberclosis of the bone marrow and requires medicine worth Rs. 630/- every three days. Chandigarh Administration has one T.B. Hospital at Sector 22 where the patients can go and have free check up and even in certain cases free medicine are also provided for T.B. cases.

Mrs. Jean Rodrigues full support for combating the AIDS

CHANDIGARH, JUNE 6: Assuring full support for combating the AIDS epidemic, Mrs. Jean Rodrigues, wife of Punjab Governor and Administrator, Union Territory, Chandigarh, called NGOs to adopt villages and slums with a focused endeavour on preventive steps and awareness programmes, through an institutionalized system. She called upon the social voluntary organizations to help this initiative and lead the community in tackling this dreaded disease.
Addressing an impressive function after releasing AAKANKSHA, a documentary film and booklet Man Jeete Jag Jeet, on HIV/AIDS awareness, at Drop-in Centre for HIV positive people at International Hostel, Sector 15, here today, Mrs. Rodrigues said that the magnitude of this grave problem can be gauged from the alarming increase in the cases over the years, despite the efforts being made at different levels. There is an urgent need to further strengthen the AIDS Control measures through education, information and awareness with a well- managed monitoring system.
Appreciating the work being done by the Chandigarh AIDS Control Centre, Mrs. Rodrigues said that it has done good work, but more concerted efforts, in a systematic and pragmatic way, are required to realize the objective. She said that the medical fraternity, social voluntary organizations and individual philanthropists have to work with devotion and dedication to spearhead the crusade to educate public opinion against his menace.
Mrs. Jean Rodrigues also went round the Drop-in Centre set up by the AIDS Control Society and planted a sapling of Amaltaas in the Campus.
In her welcome address, Dr. Sonia Trikha, Project Director, State AIDS Control Society said that the production of a book and a film for HIV positive people is a good effort which will help in disseminating useful information and imparting proper knowledge and awareness to overcome HIV positive problem. She emphasized that such endeavours will help in ending stigma and discrimination attached with HIV/AIDS.
Ms Pooja Thakur, President of Chandigarh Network of People living with AIDS emphasized the need for a collective effort for eradication of AIDS and support from all sections of society for this cause.
Mrs. Swati Sharma, Secretary, Indian Red Cross Society proposed vote of thanks. Prominent among others who were present on the occasion included Mr. P.H. Vaishnav, IAS (Retd.), Dr. Usha Bishnoi, Joint Director Health (UT) Dr. G. Dewan, Deputy Medical Superintendent, Representatives of various NGOs educational and medical institutions.

World Environment Day on June, 5 at Kansal Log Hut, Sukhna Wildlife Sanctuary

Chandigarh June 2:- The Department of Environment and Forests, U.T., Chandigarh will celebrate World Environment Day on June, 5 at Kansal Log Hut, Sukhna Wildlife Sanctuary at 10 am, in which noted environmentalist, Sh.Sunder Lal Bahaguna will be the Chief Guest. The Administration spokesman disclosed that the Forest Department has fixed a target of planting 1.21 lakh saplings in U.T. during the current financial year to maintain the ecological balance and make the environment pollution free. Around 90% of the target will be achieved before September of this year. Government Departments, Panchayati Raj Institutions, NGOs, Resident Welfare Associations etc. would also be given 15,000 saplings free of cost. As many as 10 nurseries of various departments would prepare different kinds of saplings. To mark this occasion saplings will be planted followed by distribution of awards etc. The function is being organized in collaboration with the Environment NGOs, Yuvsatta and school students of Government and private schools.

Rao, IAS, District Magistrate, Chandigarh am of the opinion that taking out processions, making speeches, raising slogans; assembly of five or more persons; carrying of Lathis near FCI Office, Punjab Region at bay No.34-38, Sector-31, Chandigarh would cause obstruction, annoyance or injury to persons lawfully employed, disturb public peace and tranquility and cause riots and affrays and that immediate action is necessary for the prevention of the same.

The passpercentage is 58.16 in 2005-06, while it was 56.65 the previous year(2004-05). 5,928 students appeared for 10th class from 77 governmentschools.The Model schools (48 in number) have also improved their performancesand have come out with flying colours. 73.58 percentage of theexaminees have passed this year while it was 71.65 last year. Prof. R.K.Kohli, Coordinator of the Centre conducted the Quiz Competition. After screening round, teams of 6 schools qualified for other rounds. After the culmination of question, activity, visual and rapid fire round Ajit Karam Singh International Public Schools, Sector 41-B, Chandigarh represented by Kashish (Class Xth), Prerit and Harprinder (Class XI) won the Ist position. Chandigarh May 22:- The Chandigarh Administration today signed a power purchase agreement with the National Hydro Power Corporation (N.H.P.C.) for the supply of 3 Mega Watt power to U.T. Chandigarh from its Dulhasti Hydro Electric Project in Jammu & Kashmir State. The power supply from this project is expected to be available to the city by December, 2006.
The U.T. Finance-cum-Engineering Secretary, Mr.S.K.Sandhu and N.H.P.C. Chief Engineer(Commercial), Sh.V.K.Jain signed this agreement on behalf of Chandigarh Administration and N.H.P.C., New Delhi respectively. The demand for power has increased tremendously. On the creation of the U.T. Chandigarh the peak demand was only 13 Mega Watt and the power requirement was 1.38 lacs unit per day but on account of development of Chandigarh, now its average power requirement during this summer has touched 41 lakh unit per day whereas the peak demand has been recorded to 264 Mega Watt.

Chandigarh, May 22:- UT Administration has selected six companies for the technical and commercial for developing Multimedia-cum-Film City in Chandigarh.
Multimedia cum Film city will put Chandigarh on a Global map as a destination for doing high end state of the art work in film making, animation and developing digital contents. This would also be one of its kind in the country with a multimedia & animation study cum training centre and digital studios for doing high-end work in film production.
Fourteen companies had applied for developing the Film City. The eligibility criterion was strict and it required that the companies must possess a capacity to invest Rs. 50 crore in the first year and Rs. 100 crore within 3 years. Additionally, they should have a prior tie up with industry experts or companies in the respective Medias. The six companies selected are: -

Chandigarh, May 22:- The Government of India has approved the status of a Special Economic Zone (SEZ) to Rajiv Gandhi Chandigarh Technology Park. The Union Ministry of commerce & Industry has issued a notification in this regard.
The sector specific Special Economic Zone IT Park for Electronics and Hardware, Information Technology and Information Technology Enabled Services in village Kishangarh has been approved as a SEZ. Now the companies investing in the Technology Park will be able to avail the benefits of the scheme immediately. Infosys was waiting for the approval of the SEZ as they have already constructed more than 4,50,000 sq. fts. of IT space for them to start operation immediately. The approval comes as a breather for all the companies who are looking to make Chandigarh as an investment and export destination. Meanwhile, Chandigarh Administration has also decided to apply for the extension of the SEZ scheme from Phase I to Phase II of the Rajiv Gandhi Chandigarh Technology Park.

He said polio vaccine would be administered to the targeted children at 461 booths including mobile allover the Union Territory. There are about 1.22 lac children in the age group of 0-5 years. May 21 will be second round of the campaign on national immunization, the first round of the pulse polio campaign was conducted on April 9 last.

Chandigarh, May 17:- Chandigarh Administration has decided that e-Sampark Centres in collaboration with National Informatics Center (NIC) would provide access to the students with regard to the results of class 10th and 12th of CBSE as and when the same will be declared by CBSE. Since all the e Sampark Centres are already functioning as Jan Sampark Centres, these 8 centres will open at 6.00 AM on the day of the result as compared to the regular timing of 8.00 AM. This will help the students to have access to the result at the click of the mouse and this service will be available to the students at a nominal price of Rs. 2 per print out of the result sheet. The access to the result is much more superior to the results accessed by mobiles, as the results provided by the e-Sampark Centres would be more elaborative as they will also provide the detailed result. This step has been initiated by the Chandigarh Administration in order to check the exorbitant rates charged by the cyber cafes.

The Administration has claimed that providing free education to all students of non-model schools upto the class 8th from this year. These students will not have to pay any funds or fees. Free text books and exercise note books have already been provided to these students, this year. Free uniforms are also being provided to these students. As many as 62,411 students will be benefited with this initiative. Free education and text books are also being provided to all girl students and S.C., S.T., students upto 10+2 class. Cooked meal has been started to all students’ upto primary classes in 61 government schools. Earlier, ‘Mathis’ were provided to all these students. The ‘Mathis’ will be phased out in rest of the schools, very soon. All children upto the age of 15 years, who cannot go to regular schools, are also being provided free text books and stationery from this year through Sarv Shiksha Abhiyan. 10,400 students have been covered under this programme, running in 277 centres. Steps are being taken to make the pre-schools’ more interesting and joyful. The play classes have been decorated aesthetically and are being equipped with latest play and educational equipments. 600 students have already been covered. The 5th, 8th, 10th standards Government school students belonging to the Scheduled Castes are also getting extra coaching classes for two hours. School Health Scheme in government schools has also been launched for free health check up for all the school going students. To make class room teaching more interactive and helpful, computer aided learning projects have been launched. 15 schools are covered under the computer aided learning and 14 schools under INTEL. The computer education is also compulsory in 43 government schools. Skill training centres have been opened as a special component for less advantage children living in slums and rehabilitation colonies. 15 percent seats has also been reserved for the economically weaker sections of the society in the private schools from this year.

Radio taxi services for Tourism has been launched ih Chandigarh

With this inauguration, the city beautiful will have metered taxi services . The cab will charge Rs.15/- for the first kilometer and Rs.12 for the subsequent kilometers traveled. This rate is lower than the one already fixed in the year 2001 for all India tourist permit holders. In Delhi metered AC taxis charge Rs.15/- per kilometer while in Goa it is Rs.16/- per kilometer. Initially, three leading companies will operate services in the city. Today, 40 cabs of two companies namely Mega Corporation Limited and Indus Travels and Logistics have come on roads. Carzonrent Pvt. Ltd. will start its services by May 15. They will expand their services to 50 cabs each. All the taxis will be brand new, air conditioned/air heated. They will be driven by uniformed drivers. The taxi services will be equipped with GSM/CDMA/Landline network in order to facilitate the communication between the driver and control room of the operators. To ensure proper security and safety of the service users, the taxis will be working on Global Positioning System (GPS), whereby their locations will be monitored by their respective control rooms. Later on radio connectivity and credit card facility will also be introduced in these cabs. Motor Cab Services will be available 24x7 (24 hours and all seven days of a week) to the tourists/general public. The services can be availed of by calling the respective telephone number of the company or by hiring the taxis from the designated locations. Thirty onelocations have been identified and marked, which are spread all over the city. The taxis can also be stopped on the road if they are vacant and are not being used by any other tourist. Tourists can dial 4141414 or 4646464 to avail the taxi services. Today, the taxi services were provided free of cost. Many foreign and Indian tourists from Canada, Mexico, United States, Germany, Holland, Croatia and different parts of the country enjoyed the free ride and visited various tourist spots of the city beautiful. Initially nine trained tourist guides have been inducted, who have been trained from the Food Craft Institute, Chandigarh. These guides are well versed with the tourism sites and requirement of the tourists. The guides have been trained to provide updated information about the city beautiful. They will wear identity card in which their name and other important details are given. The guides will charge Rs.100/- per hour, for half day(four hours) Rs.300/- and for full day (eight hours) Rs.500/-. Chandigarh May 9:-In exercise of the powers conferred by Section 7 and Section 22 of the Capital of Punjab (Development and Regulation) Act, 1952 and the rules made there under, the Administrator, Union Territory, Chandigarh is pleased to make the following amendment in the Scheme called “Chandigarh Conversion of Land Use of Industrial Sites into commercial Activity/Services in Industrial Area, Phase-I and II, Chandigarh Scheme, 2005” notified vide No.28/8/51-UTFI(3)-2005/6658, dated 19.9.2005, namely:- 1. This scheme shall be called Chandigarh Conversion of land use of Industrial Sites into Commercial Activity/Services in Industrial Area, Phase I and II, Chandigarh(Amendment) Scheme, 2006.” 2. This shall come into force with immediate effect. 3. In the Chandigarh Conversion of land use of Industrial Sties into commercial Activity/Services in Industrial Area, Phase I and II, Chandigarh Scheme, 2005”, after existing clause 17, the following clauses shall be inserted, namely:- 18. Submission of building plan alongwith the conversion application is not mandatory requirement. However, revised building plans shall be got approved later. 19. Plot upto 2 kanals Industrial Area, Phase-II having architectural control shall be at par with the plots of Industrial Area, Phase-I. The guides will work under the supervision of the Assistant Director, Tourism, Sh.Vinod Kalia (telephone Number-0172-5191118). Tourists or tourism agencies may also contact the Tourist Information Office, ISBT, Room No.84, Sector 17, Chandigarh on telephone numbers 2704614 and 2703839. It is worth while to mention here that the Department of Tourism has recently empanelled nine tourist guides for the convenience of the tourists visiting Chandigarh. The guides have been properly trained by the Food Craft Institute and are well versed with the tourism sites and requirement of interacting with the tourists.

Chandigarh, May 7:- The Chandigarh Administration has given a major relief to the members of the Cooperative House Building Societies by allowing the Societies to take their own substitution decision in their general bodies. The Administrator, UT, Chandigarh, Gen. (Retd.) S.F. Rodrigues, has approved a key and far reaching policy for the benefit of the members of the Cooperative Housing Societies. The decision regarding substitution of the membership has been left to be taken by the respective House Building Society in their general body meeting provided such decisions are consistent with the provisions of ‘Cooperative Societies Act’ and rules framed there under, article of association/byelaws of the said Cooperative House Building Society and the terms & conditions of allotment of land to the societies. The Administration will ensure compliance with the rules. The Administration has decided not to get itself involved in the micro management of the societies. However, if the actions of the Societies are not in accordance with the stipulated rules, the Administration will take suitable action as provided in the rules. There are 120 Cooperative Group Housing Societies in Chandigarh and about 8000 families will be benefited with this decision. It is worthwhile to mention here that the Chandigarh Administration had notified the scheme called Chandigarh Allotment of Land to Cooperative House Building Societies Scheme, 1991 with a view to promote private housing and optimum utilization of land by constructing multi storeyed structure. The land was allotted to the Chandigarh Housing Board on chunk basis for its further allotment to the Cooperative House Building Societies. After allotment of land to the Societies, some of the members withdrew, surrendered their shares and also some dwelling units have become available due to expulsion, cancellation for default in payment and the said dwelling units are lying un-allotted. For this purpose, the issue regarding substitution of members was considered by the Administration.

The Administration accords top priority to the public interest and public safety. While preparing various developmental plans and projects, the Administration always gives top priority to the public interests and safety of the residents of the city. The Administration also proposes to educate general public about the implications of unauthorized constructions made in violations of rules regulating the planned development of the city. The incident of building collapse in Bapu Dham colony leading to three human casualty and damages to the adjoining buildings should be an eye opener to the violators of the law. It is high time that all the residents of the city realize the gravity of the problem. They should lend active support to the campaign of the Administration so that sanctity of the planned city is retained and the development plans and projects are executed in a time bound manner. It should be understood that Chandigarh is a very planned city and known for its architectural wonders not only in the country but all over the world. All necessary architectural controls are inbuilt in the various rules and regulations so as to maintain the architectural standards befitting to a planned city. Therefore, it becomes duty of the residents as well as their representatives to create an awareness regarding the importance of maintaining the plan status of the city in the larger interest and in the interest of the public safety. All should cooperate and support the enforcement drive so that the slur of the encroachments on the beauty-city is completely erased and such accidents & tragedy like Bapu Dham do not reoccur.

Chandigarh, May 4:- The Department of Information Technology, UT, Chandigarh has today appointed ICRA Management Consulting Services, New Delhi, as its consultant for setting up Financial Services Centre in Chandigarh, which will make the City Beautiful next financial destination in India after Mumbai.
The ICRA will carry out its study within 12 to 14 weeks. The scope of work will include compilation of the existing data base of the financial market in Chandigarh, identifying competitive advantages of Chandigarh as compared to other centres, revenue potential for Chandigarh, impact on the profile of the City Beautiful, development potential in Chandigarh and identifying the way to fuel the growth of the City and the region.
The ICRA will also provide consultancy in finalizing the blue print of the proposed Financial Services Centre in Chandigarh and provide information about leading developers of such projects. The entire study and consultancy will be based on the study of various financial markets in India and abroad. The proposed Centre will be coming up in Sector 34 and will help in the growth of Chandigarh as a major Financial Centre north of Delhi. This Centre will make Chandigarh a global city with world class infrastructure and state of the art technology, the Director, IT, UT Chandigarh, Sh. Manjit Singh Brar has said.
It is worth mentioning that besides the ICRA, four companies which submitted their proposals included Darashaw & company Limited, Mumbai, Astra Consultancy Private Limited, New Delhi and Price Waterhouse Coopers. It has been after a long selection process that the ICRA was appointed as consultant.

Chandigarh May 1, 2006:- The Adviser to the Administrator, Chandigarh Administration, Mr. Lalit Sharma today inaugurated the Citizen Facilitation Centre of Engineering Department which has been set up in additional Deluxe building Sector 9 to facilitate the citizens of Chandigarh and enable them to lodge their complaints related to Engineering Department at a single number 4639999. The centre which will work round the clock through out the year will make the registration of complaints much more easier and also speed up redressal of the grievances. Presently, there are around 35 complaint centres at various locations under Engineering Dept. A consumer has to refer/remember quite a few numbers to register his complaints. Also during power failure etc. single line available with existing complaint centres go busy due to heavy rush of calls, adding further to the woes of the aggrieved consumers.
The aim of the centre is to make complaint lodging and its redressal a lot more easier. To man this centre, the operators will work in three shifts. The consumers can make calls at number 4639999 which will be received at any of the four lines available at the Facilitation Centre. The operator will convey the complaint number to the consumer and then forward the complaint to the concerned department. To facilitate this, 35 mobiles sets have been provided to the Call Operators and SSAs/Work Inspectors/JEs of the existing complaint centres. Depending upon the nature of the complaint, the field staff of the existing complaint centres will give time for redressal which will be conveyed back to the consumer. A supervisor of the department will be present during all the shifts in the centre for overall monitoring.
The other features of the system include complaints pending after one hour, two hours and three hours of their lodging shall be intimated to the concerned SDO, XEN and SE respectively. Similarly, intimation of major break downs in an area after dust/hail storms/heavy rains will be conveyed to the SDO, XEN and SE concerned of the area. Furthermore, the reports will be sent twice a day to the XENs and SEs and fortnightly to the Chief Engineer regarding details of the complaints lodged, redressed and pending which will help monitoring at higher levels. The Daily power shut down report will also be available with the Centre.

Chandigarh, April 25:- The Central Industrial Security Force (CISF) today conducted Mock Anti Hijacking Exercise at Chandigarh Civil Airport to check its efficiency and of various agencies involved in the process. While conducting the mock exercise, the Air Traffic Controller(ATC) of the Chandigarh Civil Airport received a message of hijacking of Air Deccan Flight at 10 a.m. Immediately, the message was passed on to all station units, Aerodrome Manager, Police Control Room etc. According to Deputy commandant, CISF, Ms.Harpreet Kaur, within a response time of 30 minutes all agencies namely, reinforcements, ambulance, PCR Van, SHO concerned, Fire Brigade, Police reinforcement, DSP(IB), Bomb Disposal and Detective Squad, Quick Reaction Team of Chandigarh Police and DSP(South) reached the spot and the exercise was closed at 10.35 a.m. On the closure of the exercise, the CISF officials termed it a successful mock exercise.

U.T. Administration will budget an amount of Rs.3 crores additionally for the project in the next five years. It shall provide the UT Administration and other government agencies with enterprise-wide, intra-state network services and for giving shape to Chandigarh Administration¡¦s vision to improve services to its citizens through efficient and transparent administration. This backbone infrastructure shall be in place for - „« Catalysing IT development in the state „« Reaching the un reached through effective implementation of ICT „« Supporting IT solutions for e ¡V governance & bringing governance closer to public „« Establishing a reliable horizontal and vertical communication corridor for within the state administration to make government more productive and more compatible for electronic transactions „« Bridging the digital divide by implementing state-of-the-art citizen-centric applications. SWAN shall be linking UT Secretariat and all major offices with 2 Mbps leased circuit and integrating this network with the National Informatics Centre¡¦s (NIC) existing network, NICNET, to provide redundancy, fault tolerance & fail over mechanism as well as to provide Internet interface for public access. The network will be a totally IP based, converged WAN interconnecting even last and smallest administrative units in administrative hierarchy. The network topology as conceived for SWAN is based on hub-and-spoke design philosophy, with a ring for major departments/offices for providing redundancy. The proposal for setting up Wireless Connectivity using WiMAX technology is also part of the project. NIC has been entrusted with a responsibility of prime implementation agency for establishment, operation and maintenance of Network as integral part of NICNET. Already, most of the government buildings housing departments which are providing citizen centric services are maintaining their own Local Area Network (LAN) and connectivity with NIC Network & Data Centre (NDC) in UT Secretariat. Some of the prominent buildings are UT Secretariat, Municipal Corporation, Estate office, Additional Town hall building etc. The project will benefit all e-Governance plans of the Administration and will ensure that the connectivity is provided to all parts of the U.T. Chandigarh accordingly. The e-Governance initiative of Chandigarh Administration, e-Sampark ¡V ¡§multi-service¡¨ ¡§single window¡¨ convenience, has a network of 8 e-Sampark centres which are also connected to the NIC Network and Data Centre (NDC). The upcoming Jan Sampark project ¡V information and facilitation services through manned kiosks, shall have 70 Jan Sampark centres connected to the NDC. In addition to it three functionality based subnets Administration (UT Secretariat, MC Office, DC Office, SDM Offices), Medical (GH-16, GMCH-32) and Registering and Licensing Authority (RLA Centre, RLA South, RLA East) have also been covered under the proposal.

The Governing Body and the Executive Committee of this Society having both Official and Non Official members met from time to time to discuss these issues. It was subsequently felt that the functioning of the Society needs to be made more vibrant by including enthusiastic, active and eminent persons in various fields like Town Planning, Urban Development, Engineering, Industry, Education, Health, Banking, Tele-communication and Art and Culture so that the heritage aspects of Chandigarh can be synthesized with the emerging developmental trends and aspirations of the City. Hence it was felt that the scope of the society should be widened beyond the Architectural planning. In response to the emerging developmental challenges faced by modern cities like Chandigarh, a more representative body comprising many individuals with the potential to contribute towards the city’s balanced growth have been included. A site comprising of 22 acres, stretches from Kitchen Garden, Sector 23 to the Grape Nursery adjoining Traffic Park along Sector 23 & 24 dividing road at the back of Sector 23 Govt. Model Senior Secondary School. Features such as interesting walkways, flower beds, landscaping features, labyrinths, foot bridges, small library for children, sand pits, bird corner, rain shelters, refreshment kiosks, water channels, will be added attractions. The natural rivulet passing through the site will also be channelised as part of the beautification alognwith construction of foot bridges across it and new colourful trees will also be planted. The Park will be opened to public within a period of 6 months.

Chandigarh :- Department of Information Technology, Chandigarh Administration through Society for Promotion of IT in Chandigarh (SPIC) has allocated place to three more international companies in its Incubation Facility located at the SPIC IT Centre at the Punjab Engineering College, Chandigarh. The companies include American Agencies which is a 30 years old company in USA and has its core competency in the collections in the USA. The second company is Accelcia Technologies again a USA based company which would be shifting their back office operation to Chandigarh and the third company is Aptitude LLC a UK based company. SPIC IT Centres Incubation facility has been a major force in developing IT in the city. With this approval the number of small and medium companies located in the SPIC building comes to 8. In all more then 15 companies have benefited from the incubation facilities provided by the Department of Information Technology and these companies have now grown to much bigger companies. Few of these companies have taken up place in the Rajiv Gandhi Chandigarh Technology Park or elsewhere in the city.

Chandigarh April 13:-The Union Territory of Chandigarh has no power generation of its own and is entirely dependent upon the Firm/Adhoc allocation (to the tune of 235 MW) from BBMB and various Central Power Projects. The allocation includes 5% allocation from unallocated quota. However at present, only 88 MW to 145 MW of power is available against present peak demand of 186 MW. The present reduction in allocation is due to stoppage of Eastern inflow of power to UT Chandigarh and also reduced allocation out of unallocated quota by Ministry of Power. The Chandigarh Administration has managed to arrange 50 MW of power through PTC @ Rs.4.85 per unit for the period from July to September and 20 - 30 MW of power through NTPC @ Rs.7.25 per unit for the period from April 10 onwards. The rest shortfall in-availability is being managed by overdrawing power at exorbitant rates from Northern Grid. However to maintain grid discipline, NRLDC does not allow overdrawing power from the grid. Accordingly the supply from Nalagarh S/Stn. was switched off on 7.4.06 from 1.36 PM to 2.30 PM thereby affecting power supply to Chandigarh.

Chandigarh April 12:- The Chandigarh Administration today further liberalized economic policy by permitting entrepreneur to shift from one kind of manufacturing to any kind of manufacturing in the Industrial Area, Phase-I & II subject only to environmental controls. As in the case of shifting from one trade to another in the city, no fees or charges will be levied for this. This measure has opened a window for entrepreneurs to move into areas of higher productivity with ease, and also to comply with land use regulations. This decision follows representations made by Chandigarh Industries Association and the Industries Association of Chandigarh to the Adviser. Some procedural changes in the conversion policy have also been made. Submission of building plans alongwith conversion application is no longer mandatory. It has been decided that building plans may be submitted after the conversion from industrial use to commercial use has been permitted. Industrial plots of upto 2 kanals seeking conversion to commercial use will be exempted from architectural controls subject to the provisions of the policy on ground coverage, FAR etc. The Administration clarified that entrepreneurs were at liberty to avail any of the provisions to bring their land use into conformity with the rules, but unauthorized land use would result in resumption proceedings. It was further clarified that entrepreneurs availing the facility of conversion were free to engage in any commercial activity subject only to environmental restrictions.

Chandigarh April 11, 2006:- The Electricity Wing of the Engineering Department of Chandigarh Administration would undertake complete revamping of its Complaint Redressal System.Delayed redressal of consumer complaints is one cause of increasing court cases, hence the electricity wing besides ensuring uninterrupted power supply in the city, would also respond and redress promptly to the billing related complaints. Accordingly, it was decided in the meeting that all billing related complaints would be addressed to the SDO concerned of the area who will personally look into the complaints without marking them to his subordinate staff. It was decided that the SDO would redress the complaints within 3 days and after 3 days, the consumer can approach the Executive Engineer concerned and the Superintending Engineer after 7 days. If the complaint still remains unresolved, the consumer can then meet the Chief Engineer. Further it was decided that consumer should be made aware regarding the Departmental Dispute Settlement Committees, which have been constituted if the consumers are not satisfied with the response of the SDO to the billing related complaints. In order to facilitate the SDOs in prompt redressal of complaints, it was decided to provide them with PCs which shall be net worked so that all the billing details of the consumers are available online. The Court cases were also reviewed in the meeting and during discussions, it was found that out of 76 cases decided during last one year, 52 have been decided in favour of the Department.

The Director Health Services, U.T., Chandigarh, Dr.Inderjeet Kaur Walia has today said that the Health Department is fully geared for complete eradication of polio from the city inspite of the fact that no case of Polio has been detected in Chandigarh for the last three years. While addressing a press conference, Dr.Walia has disclosed that for Pulse Polio Immunization to be held on April 9, 2006 as many as 442 booths and 19 mobile teams manned by 2000 vaccinators have been set up to cover the whole city. She has further added that because of the migratory population it has become imminent to cover each and every part of Chandigarh. Chandigarh April 6: The private educational institutions running in residential areas have been representing through asection of media against their closure with effect from April 2006. Inorder to set the record straight, the Chandigarh Administration once again clarified that it had already granted three yearly extensions to the schools running in residential premises and after making adequate capacityfor admission in government schools, it was decided to close the schoolsrunning in residential areas within the sector grid by April 2006. Since the educational infrastructure and facilities in Manimajra and inthe rehabilitated and unauthorized colonies were inadequate, therefore,one year extension was granted to the schools in these areas. TheChandigarh Administration, keeping its policy of providing schools inthe nearby areas for the tiny tots, allowed running of crèches and playway schools in the residential areas subject to certain conditions sothat the little children are provided schooling in the nearby areas.The lessees of allotted school sites were also allowed to utilize theirbalance FAR (Floor Area Ratio) so that all the children are accommodated in the schools.It should be appreciated that the Administration is bound by the directions of the High Court to stop running of all private educationalinstitutions which are not recognized or which do not fulfill the norms.It is also clarified here that the schools in the residential areas were party to the main case CWP -7923 of 1989 and it was in their knowledgethat these schools have to be closed subject to the extensions granted bythe Administration.

Chandigarh, March 30:- The Department of Information Technology through SPIC is organizing India’s second National Assessment of Competence (NAC) Test in Collaboration with NASSCOM on April 2, 2006. India’s first NAC test was rolled out in Sikkim and the second one will be rolled out in Chandigarh on August 02, 2006. This test is accepted as a bench mark for entry into the IT/ITES industry in the whole country. The NAC test will help industry to create an assessed and certified talent workforce to cater their needs. The NAC test is a national level Assessment for BPO Industry which would also be a part of C-TOSS programme from now onwards. NASSCOM in association with Hewitt associates and through extensive industry participation has created an Assessment and Certification Program which becomes industry standard nationally and ensures the transformation of a “trainable” workforce into an employable workforce and also help industry in Cost savings through cutting off steps from the recruitment process resulting in reduced cycle time and more efficient utilization of resources.DIT, Vivek Atray said that the NAC Test will give students certification which will be recognized nationally and also better job opportunities in BPO Industry. This test is a complete online test which will be of 2-1/2 hrs duration. Candidate will be assessed on Verbal ability, spoken English, comprehension and writing ability, usage of Ms Office, numerical and analytical, and Listening and keyboard skills and for verbal ability and spoken English there will be no online assessment it will be done by one to one interaction of candidate with examiner. For the NAC test on April 02, 2006 there are two centers MCM DAV College, sector – 36 and SPIC-Microsoft Centre of Excellence in PEC Sector – 12, Chandigarh. The test is open for every person alongwith C-TOSS candidates and previous C-TOSS test candidates who will get a chance to get themselves certified nationally. Students pursuing their final year of graduation or in post graduation, Teachers, Housewives, retired people and professionals from any field can take this test would get a ready assessment of their capabilities so that they can be employed by IT and IT enabled services Industry and also get themselves certified nationally. Chandigarh March 20:- The Chandigarh Administration has constituted a State Level Steering Committee to implement the Jawaharlal Nehru National Urban Renewal Mission(JNNURM) effectively. The Advisor of the Administrator is the Chairman of the committee and other members of the committee are the Mayor, Municipal Corporation, the Home Secretary, Chandigarh Administration, the Chairman, Chandigarh Housing Board, the Commissioner, Municipal Corporation, the Chief Engineer and the Chief Architect. The Finance Secretary is the Member Secretary of the committee. The objective of the Jawaharlal Nehru National Urban Renewal Mission (JNNURUM) is to have planned development of urban areas with focus on efficiency in urban services delivery system The committee will decided on project priorities and optimum resource utilization under the mission. The steering Committee would be assisted by a Nodal Agency for the implementation of the Jawaharlal Nehru National Urban Renewal Mission. The work which will be carried out by the Nodal Agency include appraisal of projects submitted by Urban Local Bodies and Para-statal agencies, obtaining sanction of the State Level Steering Committee for seeking assistance from Central Government under JNNURM, management of grants, release of funds to Urban Local Bodies or para-statal agencies either as grant, soft loan or grant cum loan, management of the revolving fund, monitoring physical and financial progress of sanctioned projects and monitoring implementation of reform as entered into MoA. The Finance Department will be the Nodal Agency for the implementation of the Mission.

Speaking on the occasion, Dr. J.G.Jolly , Emeritus Professor Transfusion Medicine and formally professor of Transfusion Medicine PGIMER, Chandigarh and Chairman of the Society said that Haemophilia was a hereditary disease characterized by deficient activity of blood clotting factors of VIII & IX. Dr. Jolly emphasised on the need to provide necessary backup support to the affected parents to enable them to cope with the tremendous psychological stress from the day one when their child was diagnosed as a Haemophiliac. To achieve this objective NGOs and other social and voluntary organisations could play a vital role in overcoming the stress encountered by these hapless parents for none of their fault. Similarly, PWHs should also be encouraged and motivated considerably to lead a happy and normal life by giving them timely care and treatment and concerted efforts should be made by the parents, teachers and medical fraternity to boost their morale so as to lead them a normal; life without developing a feeling of inferiority complex amongst them.

The Golden Jubilee Celebrations of the Punjab and Haryana High Court has concluded today

Chandigarh March 18:- In the finale of the Golden Jubilee Celebrations of the Punjab and Haryana High Court, the Exhibition was today inaugurated by Mrs.Padma Bhandari wife of Justice A.N. Bhandari, the then Chief Justice of the Punjab High Court.The Exhibition displays photographs of opening ceremony of the High Court on March 19, 1955 by Pandit Jawahar Lal Nehru, the 1st Prime Minister of India in the company of Le Corbusier, the master architect of Chandigarh. The prominent personalities that can be seen in the photographs include Babu Brish Bhan, Chief Minister, Pepsu, Shri Bhim Sain Sachar, Chief Minister, Punjab, Sardar Swaran Singh, Cabinet Minister, Government of India, Sardar Partap Singh Kairon, (later Chief Minister, Punjab), Sardar Gurdial Singh Dhillon (Speaker, Lok Sabha) Maharaja Yadvindra Singh, Raj Pramukh Pepsu - the father of the present Chief Minister Punjab Capt. Amarinder Singh. The photographs also show Mr. Justice A.N. Bhandari (the then Chief Justice) as also Justice G.D.Khosla, Justice Harnam Singh, Justice D.Falshaw, Justice J.L.Kapur, Justice S.S.Dulat and Justice Bishan Narain. Mrs. Padma Bhandari is also seen in these pictures. The inauguration of the exhibition by her represents the dove tailing of past with the present. The album which was prepared in 1955 by Shri Nar Singh Dass, an Assistant of High Court at that time, has also been displayed along with the Model of the High Court. There are rare original drawings prepared by the Architects for the High Court building in 1952-53. The bell which was used at one time for commencing the work in the Court and for lunch hours as well as for closing has also been displayed. There are rare portraits of Sir Shadi Lal, who was elevated to the Privy Council and Justice F.W.Skemp and Justice Ram Narain Dar - the 1st Indian Judge of Chief Court, Lahore.
The journey of the High Court from Lahore to Chandigarh also has been covered by depicting the Lahore High Court, the "Peter Hoff" building from where the High Court functioned at Shimla after partition of the country in 1947 and the present building. Some pictures highlight the double roof of the High Court building with the upper roof placed over the lower one in a manner of a parasol shading the lower roof, which itself shows the unique architectural feature of the building. There are 'tablaqs'/hard envelopes which were in use by the Chief Court and High Court at Lahore, Shimla, Punjab, Pepsu and at Chandigarh. Similarly, stamps (seals) from Lahore, Shimla, Pepsu, Punjab and Chandigarh have been collected and displayed. Even the stationery items used in the earlier period are displayed which includes, the Roller Calendar, which was placed on the dias. The judgements of the famous trials of the Lahore Conspiracy Case popularly known as Kartar Singh Sarabha's case and the second Lahore Conspiracy case of Shaheed Bhagat Singh, Raj Guru and Sukhdev have also been displayed on the digital display boards as well as in show cases. The original pen used to pass the death sentence of Bhagat Singh, Raj Guru and Sukhdev which has been made available by the Punjab Archives and Museum Departments has been displayed. The judgment in the Kairon murder trial case" has been displayed. The handcuffs by which Nathu Ram Godse was handcuffed has also been displayed. On display also are the translites of the tapestries designed by Le Corbusier which adorn the walls of Court Room Nos. 1 to 9 which adds grace to the exhibition.
The weapons used in the commission of crimes are on display. A unique case property that has been displayed includes a bow and arrow etc. The cases decided by the Judicial Commission after the 1st War of Independence showing the pronouncement of death sentence to various Indians have also been displayed. These judgments have been made available/furnished courtesy the Haryana Archives and Museum Department. The maces from Lahore High Court as well as the Punjab and Haryana High Court have been displayed by the use of mannequin of Ushers. The dresses of mannequin reveal their tale of journey from Lahore to Chandigarh. These mannequin are shown in different dresses.
A copy of the Constitution of India signed by the Members of the Constituent Assembly has also been displayed. It has signatures of Chaudhary Ranbir Singh Hooda, father of the present Chief Minister, Haryana. There are number of cases on display which have been argued by Punjab Kesri Lala Lajpat Rai when the great martyr practiced as Pleader at Hisar.

Chandigarh March 14:-The Chandigarh Administration in a major policy decision had announced on 17.1.2006 the liberalization of conversion of trade policy for free flow of trades and other allied activities under which the allottees of commercial sites or premises were allowed to pursue any trade except the trade mentioned in New Special Trades in schedule II without applying for conversion of trade and any conversion charges. The policy is applicable to ground floors only and was not applicable in the Industrial Area, Phase I andII. The policy also excluded the seven trades falling in the New Special Trades category such as (i) Atta Chakki, Rui Penja (ii)Scooter/Car Repair (iii) Tent/Utensils Hire Services (iv)Meat/Fish (v) Halwai Shops and Dhabas (vi) Kabari & (vii)Automobile Spare Parts from free conversion into any other trade. On the representations of the owners of these premises, the Administrator, Union Territory, Chandigarh has reconsidered the ban on conversion from the above said seven trades and it has now been decided that the above said trades will also now be covered under the liberalization of conversion policy without payment of any conversion charges. Now these trades can be shifted/convertedinto any trade in category “A” of schedule II. All those who intend to convert the trade from New Special Trade Category must inform the Estate Officer. However the migration to these 7 trades from other trades of category “A” shall be allowed without any charge with prior permission of Chief Administrator, Union Territory, Chandigarh and would be subject to examination and clearance from environment,health and traffic considerations.

The sale of all kinds of exposed eatables e.g. sweets, cakes, biscuits,breads, parched grain of all kinds, dates and cut fruits is banned.2. All kinds of cold drinks including lassi, sugarcane-juice, sharbats,jaljeera, curd and cut fruits kept for sale shall be properly covered withthe help of wire gauze or glass for protection from dust and flies.3. The sale of unchlorinated drinking water through water trolleys obtained from unauthorised sources is banned.4. Ice/Ice candies/Aerated Water sold through outlets under unhygienic conditions is banned.5. That the Additional Commissioner, Joint Commissioner, Secretary,Medical Officer of Health, Supdt. Slaughter House-cum-Meat Inspector, all Health Supervisors, Superintendent Vaccination, Chief Sanitary Inspectors,Sanitary Inspectors, Meat Supervisoors working in the MunicipalCorporation Chandigarh and all Executive Magistrates, Enforcement Staff of Estate Office, Principal Medical Officer, Assistant Director Malaria, Anti Malaria Officer, Entomologist-cum-Parasitologist, all Medical Officers,PCMS/HCMS Class I and II, Food Inspectors and Sanitary Inspectors workingin the Chandigarh Administration in their respective jurisdiction are authorized to enter and inspect any market, building, shop or place used for manufacturing, sale or distribution of any article of food and drinks and examine any such articles which may be there in to seize, remove,destroy or cause to be disposed off in any manner they think fit, so as to prevent the consumption by human beings of any article of food and drinks that are exposed for sale in contravention of these order or otherwise found unfit for human consumption.This order shall take immediate effect and shall remain in force upto31st December 2006.

Chandigarh, March 11:- The Chandigarh Administration has reframed the Scheme for conversion of existing cinemas into multiplexes. The amended scheme shall replace the existing scheme called “The setting up of Multiplex Theatre and Conversion of existing cinemas into Multiplex Theatres Scheme 2000”.The Scheme provides for conversion of existing cinema theatres into multiplex theatres subject to the condition that the total seatingcapacity of the multiple theatres in the multiplex shall not be morethan the existing capacity of the cinema theatre and shall also not beless than 75% of the sanctioned seating capacity. The Scheme also provides for additional FAR upto 50% of the existing FAR on payment of conversion charges. The converted multiplex theatres were also allowed the facility of commercial area which shall not be more than the area under the cinema halls and projection rooms. Various cinema plots were having different FARs leading to under utilization of land. The Chandigarh Administrationhas rationalized the land utilization of such cinema plots, whereby each cinema will get a minimum FAR, leading to extra covered area for most of the cinemas. This will ensure optimum use of limited land available in the U.T,Chandigarh while making value addition to the economy ofthe city. This extra covered area or extra FAR will be allowed at the current market rate of commercial propertyin the city. Under amended scheme all cinema plotshaving an area less then 1 acre can avail minimum FAR of2.0 and those having more then 1 acre can avail minimumFAR of 1.75. An additional FAR up to 50% of the FAR availed/existingFAR shall be allowed to the extent that the maximum FARshall not exceed 3.0 for plots having an area up to 1 acreand 2.625 for the plots having an area above 1 acre withinthe same height subject to payment of conversion charges. The conversion charges for additional FAR were fixed inthe year 2000. It has been seen that the rates of thecommercial property in the city has gone up 2.93 times from the year 2001 to 2005. There fore, these conversionrates are increased 2.93 times. The conversion charges thus calculated for conversion of existing space shall beas under: -Sr. No.Nature of activity Rates per sq. ft.1. Area under commercial activity (for shopping purposes) Rs. 2344/-2. Area under entertainment activity including restaurants, Rs.1465/-games, cyber café etc.3. Area under office usage Rs. 1172/-4. Area under public space Rs. 293/- This amended scheme comes into force from the dateof its publication in the gazette of Chandigarh Administration and will remain valid up to31.3.2007. By framing new scheme, the existing scheme called “The setting up of MultiplexTheatre and Conversion of Existing Cinemas into multiplex Theatres Scheme, 2000” and amendmen tmade there under have been repealed.

Chandigarh, March 7:- The draw of lots for the allotment of retail sale vends of IMFL (L-2) and Country Liquor (L-14A) in Union Territory,Chandigarh for the year 2006-07 will be held on March 8, 2006 from 9 am onwards at Tagore Theatre, Sector 18, Chandigarh. Mr. I.S. Sandhu, Deputy Excise & Taxation Commissioner, UT, Chandigarh will be the Presiding Officer and the proceedings for the allotment will be conducted under his supervision.There are 150 vends of IMFL (L-2) and 65 of Country Liquor (L-14A) to be allotted in UT, Chandigarh for the year 2006-07. The allotment will be made only for those vends for which applications have been received bythe Excise & Taxation Department, UT, Chandigarh upto February 20, 2006.In case lesser number of applications has been received than the number of licenses to be allotted in a locality, the allotment will be made to the applicants only. The left over vends will be allotted after re-advertisement in the press to invite applicants for these un-allotted vends.

No schooling in residential areas after 30.4.2006

Chandigarh March 3:- The Chandigarh Administration has taken steps to create new school sites and additional capacity in existing schools in order to implement the decisions of the High Court regarding closure of schools running in residential areas.The High Powered Committee chaired by the Advisor to the Administrator has finalized a plan to achieve this objective and to ensure that no child would be affected by this move. The plan has found the approval of the Administrator, UT, Chandigarh.All schools running within the sector grid in residential area would be closed by 30.4.2006. These schools were violating zoning provisions and were operating from small buildings, which were not meant for running schools, thereby causing traffic problems and other nuisance in the adjoining areas. However, the Chandigarh Administration is fully geared up to cope with the situation arising out of the closure of such schools.All additional space in the existing Government schools has been reserved for such children. The additional enrolment capacity of 3000 students in various schools will be tapped. Two new Government schools will be made operational in sectors 38 (West) and 56 in the current year.Additional 20 class rooms in existing schools will be added. Government schools have been asked to run double shifts as per requirement in order to meet the additional load. Moreover, out of 36 new sites allotted, 32have become functional or will be made operational by April 2006,creating room for 15000 students. Further, seven new sites in the sector grid have been carved out in the new sectors to meet the increaseddemand.With regard to the 30 schools running in residential areas in Manimajra Township, the Committee decided to allow an extension of one more yearupto April, 2007, as Government schools are already stretched to capacityand are running double shifts even at present. Meanwhile, the Municipal Corporation would immediately allocate new school sites in these areas.The Committee reviewed the position of schools in Rehabilitation colonies, illegal colonies and four villages included in the M.C. limits.The schools running in slum colonies cannot be closed as no alternate schools can be provided to the students who will be displaced due to the closure of schools. The Committee recommended one more year’s extension upto April, 2007 for this category of schools. Meanwhile, new Government schools are slated to come up in these areas. The Chandigarh Administration has already allowed running of Play Schools and Crechesfor children upto the age of six years in residential areas.The Committee also took stock of the schools being run in the Chandigarh Housing Board areas, in the colonies of Palsora, Dadumajra,Mauli Jagran, Indira Colony and Ram Darbar where there is no alternate school facility available. More Government schools will come up inthese sites to cater to the increasing demand.Further the lessees of allotted school sites would be asked to utilizethe balance FAR (Floor Area Ratio) within the period of 3-5 years ofallotment. This will result in creation of additional capacity in theseschools.It may be appreciated that the Administration is bound by the directions of the Punjab and Haryana High Court to stop running of private schools in the residential areas. However, it will ensure that all arrangements would be made well in time to avoid any hardship to students who are likely to be displaced on this account.The number of new schools slated to come up as a result of these decisionswill add to the convenience of parents and students alike while helping to retain the planned character and architectural uniqueness of the City.

Chandigarh March 2:- With reference to Chandigarh Administration, LocalGovernment Department’s notification bearing No.6/1/42-IH(8)-2005/354,dated the 9th January, 2006 and in exercise of the powers conferred byClause J (4) and (6) of sub-section (1) of Section 399 of the PunjabMunicipal Corporation Act, 1976 as extended to the Union Territory,Chandigarh, by the Punjab Municipal Corporation Law (Extension toChandigarh) Act, 1994 (Act No. 45 of 1994), the Administrator, UnionTerritory, Chandigarh, hereby makes the following byelaws namely:-BYE-LAWS1. These bye laws may be called “The Chandigarh Municipal Corporation,Motorized Rehris (Control and Regulation) Bye laws-2006”.2. They shall come into force from the date of their final publication inthe Official Gazette.3. In these bye laws, unless the context other wise requires: -All the words and expressions used in these bye laws but not definedhereunder shall have the meanings attached thereto in the Punjab MunicipalCorporation Act, 1976 as extended to the Union Territory, Chandigarh.(i) “Competent Authority” means the Secretary, Municipal Corporation,Chandigarh.(ii) “Group” means group of sectors, as specified by the Commissioner,Municipal Corporation, Chandigarh.(iii) “Licence” means a licence issued on yearly basis under these bye laws.(iv) “Licence Fee” means yearly licence fee fixed by the MunicipalCorporation, Chandigarh, from time to time.(v) “Motorized Rehri” means mechanically propelled rehri/vehicle as per“vehicle” defined in the Motor Vehicles Act, 1988, with prescribed designand used for hawking articles for sale.(vi) “Trade” means specified trade for which the Motorized Rehri is to beused.4. No person shall keep or use a motorized rehri unless he has obtaineda licence from the competent authority.5. Every application for obtaining a licence for a motorized rehrishall be made to the competent authority in the form to be prescribed bythe Commissioner, Municipal Corporation, Chandigarh.6. Eligibility: Following persons shall be eligible to get a licence for motorized rehri:-(a) The age of the applicant should be between 20 years and 35 years.(b) The person applying for the licence must be in possession of a validdriving licence of the required class of vehicle issued by the competentauthority.(c) The competent authority shall fix date and time for inviting applications for licence for different groups on prescribed proforma, fromthe persons who fulfill the eligibility criteria.(d) If, the number of applications received for a group are more than thefixed number in such group, the decision to grant a licence will be takenby a draw of lots.(e) One person can apply only for one group.(f) The Commissioner, Municipal Corporation, Chandigarh, may specify themaximum number of licences that may be issued for the use of motorizedrehris in the City of Chandigarh or in a group.(g) Licences equal to five percent of the total number of licences fixedshall be reserved for the persons who are physically disabled and whofulfill the requisite qualifications.(h) The fabrication as per approved design shall be erected on the chassisduly approved by the A.R.A.I.(i) The design of fabrication of the motorized rehris shall be as approvedby the Municipal Corporation, Chandigarh, which should comply with theprovisions of the Motor Vehicles Act, 1988 and the rules made thereunder.7. Conditions of Licence:(a) Licensee shall not change his trade for which licence has beenissued without the prior permission of the competent authority.(b) Cooking of meals and sale of items like fish/meat, etc shall not beallowed.(c) No motorized rehri shall be taken over the pavement,footpath or passage in front of or in between the shops and booths.(d) No motorized rehri shall be taken or used for carrying on businessin the prohibited areas i.e. Capital Complex, Leisure Valley, City CenterSector-17 and Sub-City Center Sector 34, Sukhna Lake or any other areasdecided by the Municipal Corporation, Chandigarh.(e) Motorized rehri shall be allowed to move freely within the givengroup of Sectors.(f) The motorized rehris shall be allowed to operate on V-5 and V-6roads only and they will not at any point of time be stationed onpermanent basis on these roads. They will, however, be allowed to crossthe adjoining Sectors through V-2 and V-3 roads.(g) The licensee shall only operate the motorized rehri of givenregistration number mentioned in the licence.(h) Licensee shall not sublet the licence or enter into partnershipwith any other person.(i) Every licence issued or renewed under these bye laws shall expireon 31st day of March next following the date of the issue or renewal. The request for renewal of licence will be entertained by the competentauthority only 30 days before its expiry.(j) If any person fails to apply for the renewal of his licence withina period of 15 days of its expiry, the competent authority may refuse torenew the licence unless it is satisfied that the applicant was preventedby good and sufficient cause from presenting the application for renewalin time. In such cases, an additional amount of Rs.250/- will becharged as late fee.However, no application for renewal of licence shall be entertained afterthe expiry of a period of 90 days from the date of its expiry.(k) The applicant shall deposit a fee of Rs.500/- with the application.(l) Annual renewal fee for the licence will be Rs.500/-.(m) The licensee belonging to Below Poverty Line categorywould be eligible for subsidy under the Swaran Jyanti Rojgar Yojna tillthe same is in vogue.(n) The motorized rehri shall not be used for any kind oftransportation/any other purpose.(o) The licensee shall not throw any residual articles in the openspaces or gutters.8. Appeal: Any person aggrieved by the decision of the competentauthority may, within a period of 15 days from the date of such decision,prefer an appeal to the Commissioner, Municipal Corporation, Chandigarh,whose decision thereupon shall be final.9. Punishment Any contravention of any of the bye laws or the terms andconditions of the licence shall be punishable with fine which may extendto Rs. 500/- and in case of a continuing contravention with an additionalfine which may extend to Rs. 20/- for every day during which suchcontravention continues after conviction for the first suchcontravention. Besides this, the licence shall be cancelled by thecompetent authority in case of any violation of the terms and conditionsof the licence .

At Leisure valley there will be pavilion of ‘Tourism in North India’, including ChandigarhTourism, Haryana Tourism, Punjab Tourism, Uttranchal Tourism, Himachal Tourism, ‘Cinematic Tourism’, ‘Rural Tourism’, ‘Medical Tourism’ joyrides, fun, frolic, food and music. .The Festival will be inaugurated by the Governor of Punjab &Administrator, U.T., Chandigarh, Gen. (Retd.) S. F. Rodrigues at 11a.m.on the February 24. On the same day he will also inaugurate the Green Belt in Sector 38, Chandigarh. Chandigarh February 20:- The Chandigarh I.T. Reach Out Programme is being launched by the Department of Information Technology, Chandigarh Administration in collaboration with the Department of Education. Under this programme Chandigarh Administration shall provide a unified thrust to reach out to the under-privileged section of the digital divide. Various programmes launched in collaboration with Intel, Infosys, Wipro, DELL and other companies will be part of the Chandigarh Information Technology –Reach Out Programme (CITROP). General S.F. Rodrigues (Retd.) Governor of Punjab and Administrator Union Territory Chandigarh has approved the programme.In order to consolidate the efforts towards upgradation of Human Resources at the school level, Chandigarh Administration has decided to start CITROP. Chandigarh Administration has already tied up with Intel Corporation for starting the Intel Learn Programme in schools which are located in rural areas and slum areas of Chandigarh. Separately, the Premji Foundation has provided assistance to the Education Departmentfor Multi Media Education in primary and secondary schools. Infosys has also indicated strong interest in participating in programmes for training young students at the school level. They have also shown interest in setting up a computer laboratory in which they would donate the entire set of machines for this purpose.The CITROP programme would be aimed at further strengthening the efforts of the Administration towards reducing the digital divide and enabling the weaker sections of society to benefit from the Technology Revolution and the progress which Chandigarh has made in this field in the recent past.
